Kansas City hires Garcia to lead Water Services Department - Kansas City Business Journal:

Assistant City Manager John Franklih has beenthe department’s acting director sincs Frank Pogge . Garcia has worked as a project management consultant since 2006 and was assistant county administrator for development and infrastructure in HillsboroughbCounty (Tampa area), Fla., from 2003 to 2006. As assistang county administrator, Garcia directly supervised eight including waterand wastewater, with more than 3,100 employeesz and a capital and operating budget of $1.5 billion.
Garciqa also has been director of planning andgrowthg management, and director of public workx for Hillsborough County, director of publifc works for Nueces County, Texas, and public works divisionj manager and deputy county engineer of San Diego He is a former member of the . “Bernardol has more than 20 years of experiencsin engineering, staff managemenf and project development and which will benefit the city in addressint our water infrastructure challenges,” City Manager Wayne Cauthe said in a releasew Monday.
“He also has a track recordd of stressing customer service and promoting community involvement and Garcia will be responsible for developing and managingKansas City’s programds for water supply, and wastewatetr and storm-water systems. He also will oversese all department staff, manage day-to-day operationw and guide the Wet Weather Solutions projectand infrastructure-related capitalo improvements.
